Working seminar on the legislative amendments in the field of public procurement, held during 11-13th June 2009 in the town of Sandanski


In the period 11-13th June 2009 in the town of Sandanski a working seminar was held in relation to the changes in the public procurement legislation. The main purpose of the event was the consideration of significant questions in this field and their reflection in the internal administrative arrangements of the Ministry of Finance (MoF). The emphasis was put on the organization and performance of public procurement procedures for projects, financed under the Operational Programme “Technical Assistance” (OPTA). A special focus was placed upon the establishment of an efficient system for ex-ante control of the resources, spent under OPTA Experts of the Managing Authority of OPTA, the Central Coordination Unit and the structure in MoF, responsible for the organization and conduct of public procurement procedures participated in the seminar. A series of useful discussions were led with regard to the duties, responsibilities and interactions between the officers and the administrative units, engaged in the overall process. The seminar was financed under the project “Increasing the capacity of the OPTA beneficiaries for implementation of projects and improving the environment for effective and efficient reporting”, approved under Priority axes 1 of the OPTA, co-financed by EFRD.
